All the Standing members of the Chinese Politburo are Engineers?

From Seablogger,  I came upon this article that states:

In China, at the moment, every member of the Standing Committee of the Politburo, the central bastion of power, is a trained engineer - every one.

You may notice I made a comment in Seablogger's posting about how I find it hard to believe every high standing Chicom could be a trained engineer.  There is far too much corruption in China for that to be so.  Some of these privileged Chicoms probably bought off their professors or were treated with silk gloves.  The teachers make money in China by having their students get good grades.  They also get money for giving certain teachers special attention.  So unless these high-ranking Chinese went to foreign schools, don't for a second think they may be trained engineers. 

The article from which I pulled on the quote put forth the proposition that George Bush, instead of trying to spread Democracy to the Middle East, should have tried to spread Secularism.  Toward the end of the article, the author made the above statement about the Chinese politburo and then said the Chinese were trying to achieve a sensible secularist stability before having elections.  China has been a stable state since 1949.  What is taking them so long to bring in some Democracy?
