Voltaire in the Trash Heap

I took this photo as I was leaving my apartment complex earlier this week. Seeing the discarded bust of Voltaire raised a lot of questions for me. Was someone trying to steal the brain of Voltaire? Why would someone in Communist-now-Facist China have a bust of Voltaire? How would the Chinese government allow it? Could this photo serve as some sort of metaphor for Mao Dynasty China in the early 21st century? Are the Chinese literally trying to steal ideas out of Western Men's heads? Is this photo a representation of how the Chinese hope to become more powerful?
